Thimphu (1,400m) and Paro (820m) are low-altitude, so most travelers feel fine. Mild day-1 symptoms (headache, breathlessness) are possible if you're sensitive, drink plenty of water and avoid alcohol on arrival day. Punakha is lower and very comfortable.
